Summary

District of Columbia Army National Guard, Joint Base Anacostia-Bolling, Washington, DC. Budget Analyst, GS-0560-11.

Group 3: Current and former uniformed service members (Active, Reserve, Guard) nationwide who are eligible for military membership in the DCARNG.

THIS IS NOT A CIVILIAN POSITION. MILITARY MEMBERSHIP IS REQUIRED.

Duties

This is an excepted service position that requires membership in a compatible military assignment in the DC Army National Guard. Minimum Military Rank: E-5/SGT; Maximum Military Rank: E-7/SFC.

This position is located in the Army National Guard (ARNG), Joint Force Headquarters (JFHQ), Deputy Chief of Staff (DCS), G-4 office of the Director. The purpose of this position is to perform analytical, technical, and administrative duties of budget formulation and justification, presentation, and execution.

  • Serve as the primary analyst regarding logistics resource management.
  • Perform program analysis, including planning, programming, budgeting, funds allocation, accounts management, internal controls and reporting.
  • Provide fiscal and budgetary policy and regulatory guidelines for the directorate.
  • Provide financial advice, interpretation, and guidance on a variety of budget related matters, including types of funding available, budgetary changes and year end close out procedures.
  • Adjust fund allocations as required.
  • Verify, enter, and adjust budgetary data in a variety of forms, schedules and reports.

Conditions of Employment

  • National Guard Membership is required.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Minimum Rank: E-5; Maximum Rank: E-7.
  • Permanent Change of Station (PCS): PCS not authorized.
  • Selectee will be required to wear the military uniform.

Qualifications

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military rank and assignment in the District of Columbia Army National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed in this announcement.

Applicants who exceed the maximum military grade listed above must submit a statement in writing that they are willing to take an administrative reduction in grade to the advertised military grade.

GENERAL EXPERIENCE: Experience, education, or training involving skills in applying problem solving techniques; communicating effectively both orally and in writing; ability to plan and organize work; competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences; and ability to follow established methods and procedures.

SPECIALIZED EXPERIENCE: 1-year specialized experience, education, or training equivalent to at least the next lower grade level. Must have experience of finance budget competencies that provided knowledge of financial principles and procedures, an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements, and the ability to follow directions and understand a variety of instructions, regulations, policies, and procedures.

Education

There are no specific educational requirements for this position. However, substitution of Education for Specialized Experience is allowed. To qualify, the applicant must have completed undergraduate or graduate education in one of, or a combination of, the following disciplines: accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Applicants who completed a military financial technical school course and were awarded the applicable and compatible military skills are considered qualified for GS-09 level positions. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

How You Will Be Evaluated

Your qualifications will be evaluated on the following competencies: reviewing, editing and consolidating annual and multi-year budget estimates; planning, programming, budgeting, and executing regulations (DoD, DA, NGB, State, local); knowledge of governing budgetary policies and regulations; analysis of changes in program plans and funding; and identification, analysis and resolution of budgetary problems.
