This National Guard position is for a HUMAN RESOURCES SPECIALIST (MILITARY) T32, PDD2054000, and is part of the AZ Camp Navajo, National Guard.

Duties

  • This position is located at the Arizona Training Center in Bellemont, Arizona.
  • Serves as the senior personnel NCO with responsibility for overseeing and ensuring the accomplishment of work performed in the areas of personnel management and administration.
  • Serves as an advisor to the commander and staff on the brigade human resources (HR) program; interprets policy and provides procedural guidance to the commander, staff, and individual military members.
  • Develops guidelines and operational procedures to implement changes to policies and programs directed by higher headquarters; researches and resolves difficult HR personnel problems.
  • Compiles statistical data/reports, analyzes information, identifies trends, and makes recommendations to assist in HR management decisions.
  • Assists in preparing for and executes command-level inspections of subordinate units in the area of personnel and administration.
  • Accomplishes or reviews a variety of military HR transactions including appointments, enlistments, flagging actions, reassignments, separations, promotions, duty assignments, transfers, medical evaluations, security clearances, awards, and retirements.
  • Implements the Enlisted Promotion System (EPS) at the command level and coordinates command-level enlisted promotion boards.
  • Controls the organization's medical readiness programs, monitors health assessments, and ensures timely completion and review of LOD investigations.
  • Prepares and forwards required documentation for officer promotion packets and conducts records reviews with officers.
  • Provides guidance to organizational personnel and dependents concerning benefits and entitlements (career progression, bonus programs, educational opportunities, retirement).
  • Conducts and/or participates in Soldier Readiness Processing (SRP) and unit mobilizations and de-mobilizations.
  • Performs various administrative duties involving correspondence, publications, reports, and orders; may serve as file systems manager and postal manager.
  • Provides personnel-specific information in developing plans for recruiting and retention within the command.
  • May plan, organize, and assign work to employees engaged in personnel and administrative work at the command level.
  • Performs other duties as assigned.

This is a National Guard Title 32 Excepted Service position.

Conditions of Employment

  • Arizona Army National Guard membership is required. Prior to appointment, selectee must be a current member of the Arizona Army National Guard, in a military organization supported by the Arizona Training Center.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a trial period.
  • Participation in direct deposit is mandatory.
  • Incumbent must possess and maintain a current state driver's license.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies, or work outside the normal duty day.

Qualifications

Military Grades: PVT/E-1 to SGM/CSM/E-9

Compatible Military Assignments: Any Army MOS

SPECIALIZED EXPERIENCE: Must possess at least 1 year of specialized experience equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities, and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program business competencies and familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.

You will be evaluated based on how well you meet the qualifications above. Your qualifications will be evaluated on the following competencies:

  1. Knowledge and ability to research and analyze information where judgment is required when only the spirit or intent of governing regulation is available.
  2. Knowledge of personnel authorizations, unit manning documents, and duty assignment requirements and criteria sufficient to maintain personnel readiness levels.
  3. Knowledge of personnel deployment requirements to inspect individual mobilization files, review and monitor the status of subordinate units' personnel and medical deployment requirements, and provide feedback to command for follow-up action.
  4. Knowledge of organizational strength maintenance procedures to assist in the performance, coordination, and support of recruiting activities.
  5. Knowledge of administrative regulations sufficient to train organizational personnel in the administration of postage accounts, file systems, publications, and correspondence.
