LOGISTICS MANAGEMENT SPECIALIST
Summary
This National Guard position is for a LOGISTICS MANAGEMENT SPECIALIST, Position Description Number D1178P01, and is part of USPFO-G4 (PBO), Nebraska Army National Guard.
INDEFINITE EMPLOYMENT IS TEMPORARY IN NATURE AND WILL LAST MORE THAN ONE YEAR BUT NO MORE THAN SIX YEARS. BENEFITS ARE THE SAME AS A PERMANENT APPOINTMENT. MAY CONVERT TO PERMANENT WITHOUT FURTHER COMPETITION.
Duties
As a LOGISTICS MANAGEMENT SPECIALIST, GS-0346-9, duties include:
- Develops, implements and evaluates the logistics and property accountability policies for the organization. Is the primary advisor for the command in the area of logistics and property book operations. Oversees and reviews unit level feeder reports; analyzes the logistics and equipment readiness areas of the organizational readiness report; reviews and provides recommendations relative to MTOE/TDA and/or force structure changes. Plans for the establishment and operation of the Administrative and Logistics Operations Center (ALOC) and develops standard operating procedures for logistics, including deployment preparation.
- Responsible for the property book operations of the organization in the areas of inventory management, storage management, equipment coordination and supply management. Accountable for the various categories of property.
- Maintains property book accountability utilizing an automated system; establishes primary hand receipt files; assures authorized property is on hand or requisitioned; accounts for funds used to requisition non-expendable property; coordinates equipment asset assignment/transfer to enhance mobilization readiness; responsible for the requisition and formal accounting of ammunition.
- Ensures compliance with the command supply discipline program (CSDP) and other directed command inspection programs; schedules and directs periodic inspections, inventories and change of hand receipt accounts; reviews reports of survey and adjustment documents; directs investigations of property loss or damage; provides functional analysis of automated support requirements (STAMIS).
- Coordinates with the USPFO, state level Joint Force Headquarters (JFHQ) and subordinate units on the lateral transfer and/or turn in of excess property; conducts annual property book supply reconciliations.
- Performs other duties as assigned.
Conditions of Employment

- This position is covered by the Domestic Violence Misdemeanor Amendment (Lautenberg Amendment) of the Gun Control Act.
- Irregular and/or overtime (compensatory) hours may be required.
Qualifications
NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed.
OPEN AREAS OF CONSIDERATION: AREA 1, 2 and 3 ONLY
- AREA 1: Current permanent and indefinite technicians of the Nebraska Army or Air National Guard; and current Title 5 employees of the Nebraska Military Department who are military members of the Nebraska National Guard.
- AREA 2: All Drill Status/M-Day members and temporary technicians of the Nebraska Air or Army National Guard.
- AREA 3: Current military service members who are willing and eligible to become members of the Nebraska Air or Army National Guard.
- AREA 4: All qualified candidates eligible and willing to become a member of the Nebraska Air or Army National Guard prior to the effective date of hire.
Military Grades: Maximum: CW2/E8; Minimum: WO1-E3. Compatibility requirements must be met prior to appointment; selectee has 24 months to become qualified in a compatible military assignment.
GENERAL EXPERIENCE: Experience, education or training involving judgment and/or analytical ability in the logistics field; experience using computer and automation systems. Generally 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, demonstrating the ability to analyze problems, plan and organize work, and communicate effectively.
SPECIALIZED EXPERIENCE (GS-09): Must have at least 1-year specialized experience, education or training equivalent to at least the next lower grade level, involving detailed knowledge of organizations and their functions in logistical support (i.e., supply, maintenance, quality assurance, facilities) and planning/organizing work assignments.
Education
Successful completion of a full 4-year course of study leading to a bachelor's degree in an accredited college or university may meet requirements; some positions specify course work requirements. One year of full-time undergraduate study is defined as 30 semester hours or 45 quarter hours. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.
