LOGISTICS MANAGEMENT SPECIALIST (T32)

Summary

District of Columbia Army National Guard. LOGISTICS MANAGEMENT SPECIALIST, GS-0346-11.

Group 3: Current or former uniformed service members (Active, Reserve, Guard) nationwide who are eligible for military memberships in the DCARNG.

THIS IS NOT A CIVILIAN POSITION. MILITARY MEMBERSHIP IS REQUIRED.

Duties

This is an excepted service position that requires membership in a compatible military assignment in the DC Army National Guard. Minimum Military Rank: E-4/SPC; Maximum Military Rank: E-6/SSG.

This position is located in the Logistics (S-4) Section of a Brigade/Group/Troop Command of the Army National Guard. Under the direction of the Officer in Charge (OIC) or Commander, this position functions as the logistics manager of the organization and is responsible for oversight of property accountability functions. Supervisory duties are performed less than 25 percent of the work year.

  • Develops, implements and evaluates the logistics and property accountability plans and policies for the organization. Serves as the subject matter expert for the command in the area of logistics.
  • Develops and coordinates the execution of the command supply discipline program, command maintenance discipline program, and other-directed command inspection programs.
  • May supervise and maintain property book accountability utilizing an automated system to account for property; directs the establishment of hand receipt files for each element and maintains accountability by use of hand receipt listings.
  • May establish quality control procedures and oversee the edit of all documents to ensure they are accurate and properly input into the automated system.
  • Provides technical guidance and assistance to all organizational logistic personnel; plans, organizes and assigns work to subordinates engaged in logistics and property management at the command level.

Conditions of Employment

  • National Guard Membership is required.
  • Selectee will be required to wear the military uniform.

  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Minimum Rank: E-4; Maximum Rank: E-6.
  • Permanent Change of Station (PCS): PCS not authorized.
  • 3R Incentive MAY be authorized (recruitment and relocation).

Qualifications

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military rank and assignment in the District of Columbia Army National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed in this announcement.

Applicants who exceed the maximum military grade listed above must submit a statement in writing that they are willing to take an administrative reduction in grade to the advertised military grade.

GENERAL EXPERIENCE: Experience, education, or training involving judgement and/or analytical ability in the logistics field. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: One year specialized experience, education, or training equivalent to at least the next lower grade level. Must have experience identifying activities involving logistical support operations, and integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan.

Education

There are no specific educational requirements for this position. However, substitution of Education for Specialized Experience is allowed. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

How You Will Be Evaluated

Your qualifications will be evaluated on the following competencies: knowledge of evaluating the effectiveness of logistic programs; periodic inspections and inventories; assigning and transferring equipment assets to enhance mobilization readiness; analyzing transfer/turn in actions and readiness impact; administrative procedures for the flow of command documents through the Property Book Office; operational funds; and establishing performance standards.
